Why is the United States not a member of OPEC?
USA does not qualify to join OPEC because it is not a net exporter of oil, and is never likely to be. Some of the oil imported to the US from Canada is exported from US ports, but that is not the same thing as being a net exporter. Canada might qualify, as it currently exports 1.5 mmbpd, expected to go to 3 mmbpd by 2025, but NAFTA has rules which require Canada to set the price of oil exports to the US at same price as domestic consumption.
