What are magic scrolls?
Magical scrolls are inscribed with spells. Any spellcaster who is able to use the type of magic to which the spell belongs can cast the spell from the scroll, with no chance of miscasting. Once the spell has been cast, the scroll crumbles to dust.
Who can use scrolls?
The general rule is that anyone who can read a language can read the scroll and attempt to activate it. This makes it so anyone can use types of scrolls that aren’t spell scrolls, such as scroll of protection.
Can non casters use wands?
Wands are simpler: They are standard magic items, with standard activation procedures. All you need to do is be attuned to it, if it requires attunement. Note, however, that most wands that require attunement usually require such by a spellcaster. Otherwise, for example the Wand of Magic Missiles, anyone can use them.

A spell scroll bears the words of a single spell, written in a mystical cipher. If the spell is on your class’s spell list, you can read the scroll and cast its spell without providing any material Components. Otherwise, the scroll is unintelligible.

Spell scrolls are consumable magic items that can be used by any character who has the spell on their class’s spell list. Reading the scroll requires an ability check if it is at a higher level than what you can normally cast or if you attempt to copy it into a spellbook.
Can non magic users use magic items?
Each magical item is activated in a way intended by its creator. Non-magic-users cannot use magic items, though magic users CAN use magic items to obtain effects and cast spells outside of their Schools.
Can any class use a wand?
The Arcane Focus Wand can technically be wielded by anyone, but it only works as an Arcane Focus for Sorcerers, Wizards, and Warlocks. Wands as magic items tell you what the requirements are.
Can a barbarian use a spell scroll?
In the DMG, p139 under Magic Item Categories: Scrolls, it states that: Any creature that can understand a written language can read the arcane script on a scroll and attempt to activate it. This implies that anyone can try to cast a spell using a scroll.
